Court Commissioner Ellen Kalama Clark will fill the new spot on the Spokane County Superior Court bench. Gov. Gary Locke made the announcement Monday morning during a ceremony at the Spokane County Courthouse. Clark, 43, will begin her term July 1 and will stand for election this November.
